Please organize and implement it carefully based on the actual situation in your region.

Action Plan for Accelerating the Construction of Charging Infrastructure Along Highways


In order to accelerate the improvement of charging infrastructure along highways, continuously meet the growing demand for electric vehicle charging, serve the public's convenient travel, and promote the development of the electric vehicle industry, this plan is formulated in accordance with the requirements of the "Notice of the State Council on Issuing a Package of Policy Measures to Solidly Stabilize the Economy" (Guofa [2022] No. 12) and other documents.




1、 Overall requirements


  By the end of 2023, qualified ordinary national and provincial trunk highway service areas (stations) will be able to provide basic charging services; By the end of 2025, the charging infrastructure of highways and ordinary national and provincial trunk road service areas (stations) will be further encrypted and optimized, and effective coverage will be achieved along rural roads, basically forming a network of charging infrastructure along highways with "fixed facilities as the main body, mobile facilities as supplements, full coverage of important nodes, good operation and maintenance services, and guaranteed public travel", better meeting the high-quality and diversified travel service needs of the public.




2、 Working principles


Adhere to the principle of putting piles first to meet demand and supply. Based on the national development plan for the new energy vehicle industry, scientifically analyze the growth trend and travel demand of electric vehicles in the local area, accelerate the construction of charging infrastructure along highways, better meet public travel needs, drive electric vehicle consumption, and promote high-quality development of the electric vehicle industry.


Adhere to local conditions and promote classification. Coordinate the actual situation in various regions, accurately grasp the construction timing, take the lead in promoting the construction of highways and ordinary national and provincial trunk highways with conditions, and meet the short-term needs. On this basis, continuously encrypt and optimize the charging infrastructure network covering the entire road network, and improve the level of charging services.


Persist in extensive coverage and moderate advancement. Include charging infrastructure in the scope of basic service guarantee, coordinate the resources of highways and ordinary road networks, scientifically determine the construction scale and spatial layout, accelerate the construction of a sound service guarantee system in accordance with the principle of moderate advance, and achieve the goal of being built in advance, needed in time, and used well.


Adhere to universal openness, intelligence and efficiency. Unify construction and operation standards, improve the universality and openness of charging infrastructure, and ensure the intelligence and efficiency of facilities. Strengthen government guidance, leverage the decisive role of the market in resource allocation, innovate operation and maintenance service mechanisms, and achieve standardized, intensive, and efficient construction and operation.




3、 Main tasks


(1) Strengthen the construction of charging infrastructure in highway service areas. Utilize the existing land and parking spaces in the highway service area to accelerate the construction or renovation of charging infrastructure. The charging infrastructure or reserved parking spaces for installation in each service area shall not be less than 10% of the parking spaces for small passenger cars. Highway parking areas that meet the conditions can refer to the implementation. In high-altitude and cold regions, construction goals and timelines can be determined based on actual conditions. During major holidays, service areas with high predicted traffic should prepare emergency plans in advance and deploy mobile charging infrastructure appropriately to meet the charging demand during peak hours.


(2) Strengthen the construction of charging infrastructure along ordinary highways. Promote ordinary national and provincial trunk highway service areas (stations) that meet the conditions to utilize existing land resources and parking spaces, and construct or renovate charging infrastructure. Encourage the exploration and construction or renovation of charging infrastructure in parking lots and other places along ordinary national and provincial trunk highways with high traffic around key tourist attractions, and strengthen socialized charging services. Actively guide rural towns along highways to prioritize the allocation of public charging infrastructure in transportation hubs, public parking lots, and other places, and strengthen basic charging services along highways.


(3) Explore and promote the application of new technologies and equipment. Taking into account factors such as the iteration of electric vehicle technology, equipment investment, medium - and long-term operation and maintenance, and system efficiency, we will scientifically and reasonably select new technologies and equipment to enhance the overall life cycle benefits of charging infrastructure. Develop and implement a phased coverage plan, accelerate the construction of fast charging stations on highways, and increase the coverage of fast charging stations in national ecological civilization pilot zones and key areas for air pollution prevention and control in highway service areas in accordance with relevant requirements. Promote the construction of ultra fast charging and high-power electric vehicle charging infrastructure in highway service areas around urban agglomerations, and improve charging efficiency. Support electric vehicle production, large-scale transportation and other enterprises to build and layout battery swapping stations in service areas (stations).


(4) Optimize the layout of charging infrastructure in service areas (stations). Guide the service areas (stations) of highways and ordinary national and provincial trunk highways, scientifically arrange charging infrastructure according to local conditions, standardize traffic sign settings, optimize traffic routes, guide electric vehicles and fuel vehicles to park in an orderly manner, ensure dedicated parking spaces for electric vehicles, and maintain good charging order.


(5) Strengthen the collection and dissemination of service information. Through various channels such as the Internet map service platform, timely release the charging infrastructure settings along the road and real-time usage, and provide real-time information query services for the public. Encourage exploration and provide services such as appointment charging. Collect and summarize information on charging infrastructure points and charging capacity constructed by other entities along rural roads, to facilitate public inquiry and use.


(6) Strengthen the operation and maintenance of charging infrastructure. Encourage the operation and management units of highway service areas in various regions to cooperate with power grid enterprises, charging operators, etc., to carry out the operation and maintenance of charging infrastructure, ensuring the safety and reliability of facilities. Strengthen daily safety inspections and management of charging infrastructure and its installation sites, promptly eliminate safety hazards, and ensure that charging infrastructure equipment is technically sound and safe for use.




4、 Supporting policies


(1) Make good use of financial support policies. Guide all units to strictly implement the Implementation Opinions of the National Development and Reform Commission and other departments on further enhancing the service guarantee capacity of electric vehicle charging infrastructure (NDRC Energy [2022] No. 53), provide financial support for the construction of charging infrastructure along highways, explore the establishment of operational subsidy standards linked to service quality, and strengthen subsidies for demonstration facilities such as high-power charging.


(2) Optimize the implementation procedures for construction. Charging facilities, as necessary public service facilities in service areas (stations), require land that is included in the scope of highway land use. If it is necessary to add new land, the local government shall provide support in accordance with the land policy for highway main projects, simplify the handling procedures, and organize implementation as soon as possible. It is necessary to do a good job in the layout and wiring of new charging facilities, connect them with highway sites and facilities, optimize the design of driving routes and parking lot layouts, improve the construction plan, and enhance the efficiency of use. The plan should be implemented after being organized and discussed by the highway operating unit to ensure construction and operation safety.


(3) Strengthen the construction of supporting power grids. Power grid enterprises should increase investment in supporting power grid construction, reasonably reserve high-voltage and high-power charging guarantee capabilities, and meet the needs of charging facility construction. For remote service areas (stations) where some power grids have not yet been extended and do not have the conditions for large capacity power supply, priority should be given to using distributed power sources and other methods to supply power nearby.


(4) Standardize charging service fees. Encourage local governments to introduce relevant preferential measures and implement phased reductions in rental fees for charging infrastructure sites, creating conditions for accelerating the construction of charging infrastructure. Encourage charging operators to balance the reasonable returns of investment and operation entities with the economic efficiency of user use, implement service fee discounts during the market cultivation period, and ensure that charging service fees are reasonable and collected in a standardized manner.




5、 Implementation steps


(1) Develop implementation plan (before August 15, 2022). The provincial transportation department, together with the energy department, shall organize power grid enterprises and related units to conduct in-depth investigations on the current situation, existing problems, and needs of charging infrastructure construction and operation along highways in accordance with the requirements of this notice. They shall study and formulate work plans for charging infrastructure construction along highways in their respective provinces (regions, cities), clarify construction goals, tasks, time nodes, division of responsibilities, and implementation requirements, and guide relevant units to implement them seriously.


(2) Organizational construction and renovation (August 15, 2022 to the end of December 2023). Provincial transportation and energy authorities organize power grid enterprises and related units to compare implementation plans, implement safeguard measures, classify and promote the construction and renovation of charging infrastructure along highways, and continuously optimize services. Strive to complete the construction of highway charging infrastructure by the end of December 2022; By the end of December 2023, complete the construction of charging infrastructure for ordinary national and provincial trunk highways. Encourage regions with the necessary conditions to accelerate the completion and optimization of encryption construction.


(3) Stage summary evaluation (December 2022, December 2023). Evaluate the construction of charging infrastructure along highways and ordinary national and provincial trunk highways in various regions in December 2022 and December 2023 respectively, summarize work experience, deeply analyze problems, extract replicable experience, and study and plan the next stage of construction goals and tasks.


(4) Promote optimization and improvement (January 2024 to December 2025). Based on the stage summary and evaluation of the work situation, develop a work plan to further enhance and optimize the charging infrastructure of highways and ordinary national and provincial trunk roads, and improve service efficiency. At the same time, actively promote to rural roads, accelerate the improvement of charging infrastructure networks along highways, and continuously enhance the level of highway charging services.




6、 Guarantee measures


(1) Strengthen organizational leadership. Provincial transportation and energy authorities should work together with the local provincial companies of State Grid and Southern Power Grid to strengthen organizational coordination and jointly promote the improvement of the charging infrastructure network system along highways. The transportation regulatory department should guide and coordinate service area management units to ensure the construction of charging infrastructure land and provide relevant services for engineering construction; The energy regulatory department is mainly responsible for supervising and guiding power grid enterprises, accelerating the construction of supporting power grid projects, and doing a good job in power supply services.


(2) Strengthen supervision and guidance. Provincial transportation and energy authorities should closely track the progress of charging infrastructure and supporting power grid construction, regularly dispatch and report progress, strengthen supervision and guidance for areas with lagging progress, and help coordinate and solve major problems encountered in work. State Grid Corporation of China and China Southern Power Grid Co., Ltd. urge their affiliated units to do a good job in reporting, installing, connecting and supporting power grid engineering construction, and conduct inspections in a timely manner. The Ministry of Transport and the National Energy Administration will organize forces to conduct spot checks on relevant work situations in various regions according to the situation.


(3) Strengthen information submission. Provincial transportation authorities should take the lead in establishing a system for reporting information on the progress of charging infrastructure construction, designate a dedicated person to be responsible for information reporting, and ensure smooth information channels. Submit progress through the "National Highway Service Area Information Statistics Reporting Mini Program" before the 22nd of each month. The summary evaluation report shall be submitted in writing according to the requirements of this notice, and the electronic version shall be synchronously sent to the designated email. Important issues that arise during the implementation process in various regions should be promptly reported to the Ministry of Transport, National Energy Administration, State Grid Corporation of China, and China Southern Power Grid Co., Ltd.
