Charging infrastructure provides charging and swapping services for electric vehicles, which is an important transportation energy integration infrastructure. In recent years, China's charging infrastructure has developed rapidly and has built the world's largest, most extensive, and most diverse charging infrastructure system. Focusing on the rapid growth trend of new energy vehicles, especially electric vehicles, in the future, there are still problems with insufficient layout, unreasonable structure, unbalanced services, and non-standard operation of charging infrastructure. In order to further build a high-quality charging infrastructure system, better support the development of the new energy vehicle industry, promote the consumption of automobiles and other commodities, and help achieve the goal of carbon peak and carbon neutrality, with the approval of the State Council, the following opinions are proposed.
1、 Overall requirements
(1) Guiding ideology.
(2) Basic principles.
Scientific layout. Strengthen the top-level design of charging infrastructure development, adhere to the principle of building as much as possible, adapting to local conditions, balancing and rationalizing, scientifically planning the construction scale, network structure, layout functions and development mode. According to the national spatial planning, promote the integration of charging infrastructure planning with electricity, transportation and other planning.
Moderately ahead of schedule. Taking into account the development trend of electric vehicles, we will moderately advance the construction of charging infrastructure, leaving room for flexibility in terms of overall scale, structural functions, and construction space, in order to better meet the charging needs of different fields and scenarios. Continuously improve the standard system for charging infrastructure and promote the internationalization of Chinese standards.
Innovative integration. Fully leverage the role of innovation as the primary driving force, enhance the digital, intelligent, and integrated development level of charging infrastructure, encourage the development of new technologies, new formats, and new models, and promote energy and information interconnection between electric vehicles and charging infrastructure networks, telecommunications networks, transportation networks, power grids, etc.
Safe and convenient. Adhere to safety first, strengthen the full lifecycle safety management of charging infrastructure, enhance quality safety, operational safety, and information security, and focus on improving reliability and risk prevention level. Continuously improving the economy and convenience of charging services, expanding diversified and effective supply, and comprehensively enhancing service quality and efficiency.
(3) Development goals. By 2030, a high-quality charging infrastructure system with extensive coverage, moderate scale, reasonable structure, and complete functions will be basically established, which will effectively support the development of the new energy vehicle industry and meet the charging needs of the people for travel. Construct a charging network with a layout of urban areas, highway lines, and rural points. The proportion of parking spaces with standardized charging conditions in commercial parking lots in large and medium-sized cities will strive to exceed the proportion of registered electric vehicles in cities, and the coverage of charging services in rural areas will steadily increase. The charging infrastructure is complementary in speed, intelligent and open, the charging service is safe, reliable, and economically convenient, the standards and market supervision system are basically perfect, the industry supervision and governance capabilities have basically achieved modernization, and the technical equipment and technological innovation have reached the world's advanced level.
2、 Optimize and improve network layout
(1) Build a convenient and efficient intercity charging network. Focusing on the main framework of the national comprehensive three-dimensional transportation network of "6 axes, 7 corridors, and 8 channels", we will accelerate the filling of the gaps in the charging infrastructure between key cities, strengthen the effective connection between charging lines, and create an intercity charging network that effectively meets the long-distance travel needs of electric vehicles. Expand the coverage of charging infrastructure in the national highway network, optimize the layout of facility points through encryption, and strengthen the connectivity of key nodes in the charging network. The construction of charging infrastructure should be synchronized with the construction of new highway service areas, and the renovation of charging infrastructure in existing highway service areas should be accelerated. In principle, high-power charging technology should be adopted for new facilities, and relevant design standards and construction management norms for highway service areas should be improved. Promote the scientific deployment of charging infrastructure in ordinary national and provincial trunk highway service areas (stations) that meet the conditions according to local conditions, and strengthen the basic charging services along the highways.
(2) Build a charging network for interconnected urban agglomerations and metropolitan areas. Strengthen the unified planning and collaborative construction of charging infrastructure, enhance the exchange and sharing of charging service data among different cities, accelerate the intelligent upgrading and transformation of charging networks, achieve effective connection of cross regional charging services, and improve the accessibility of electric vehicles between urban agglomerations, metropolitan areas, and key cities. We will focus on encrypting the construction of charging networks in the Beijing Tianjin Hebei, Yangtze River Delta, Guangdong Hong Kong Macao Greater Bay Area, and Chengdu Chongqing dual city economic circle, creating a fast charging network that connects major cities in the region, and striving to achieve world-class charging technology, standards, and services.
(3) Build a well structured urban charging network. Based on the urban road transportation network, with a focus on the "two districts" (residential area, office area) and the "three centers" (commercial center, industrial center, leisure center), we will promote the orderly extension of the urban charging network from the central urban area to the urban edge, and from priority development areas to other areas. Vigorously promote the integrated planning, construction, and management of urban charging infrastructure and parking facilities, and achieve comprehensive coverage of various parking scenarios in the city. Reasonably utilize the adjacent space of urban roads, construct public charging infrastructure mainly based on fast charging and supplemented by slow charging, and encourage the construction of centralized charging infrastructure with a certain scale. Residential areas actively promote intelligent and orderly slow charging as the main charging infrastructure, supplemented by emergency fast charging. The office area and the "three centers" and other urban dedicated and public areas are arranged according to local conditions to construct a public charging infrastructure that combines fast and slow. Promote effective connection between urban charging networks and intercity, urban agglomeration, and metropolitan charging networks.
(4) Build effective coverage of charging networks in rural areas. Promote the integration and development of charging networks in rural areas with urban and intercity charging networks, and accelerate the effective coverage of charging infrastructure in rural areas suitable for the use of electric vehicles. Actively promote the construction of public DC fast charging stations in county-level urban areas. By combining the construction of rural level charging networks and the development of transmission and distribution grids, we will accelerate the planning and layout of charging networks in large villages and towns, relocation and resettlement areas, and key rural tourism villages and towns. We will vigorously promote the construction of public charging infrastructure in areas such as township offices, enterprises and institutions, commercial buildings, transportation hubs, public parking lots, and logistics bases. Combining the promotion of urbanization construction with county towns as important carriers, establish demonstration counties and towns for charging infrastructure construction and application in areas with good foundations according to needs.
3、 Accelerate the construction of key areas
(1) Actively promote the construction of charging infrastructure in residential areas. Accelerate the installation of fixed parking space charging infrastructure in existing residential areas and optimize the layout of public charging infrastructure. Consolidate the main responsibility of the construction unit of newly built residential areas, strictly implement the requirements for the construction of charging infrastructure, ensure that fixed parking spaces are 100% equipped with charging infrastructure or reserved installation conditions according to regulations, and meet the requirements for direct meter installation and power connection. Accelerate the development of management guidelines for residential charging infrastructure construction on a city by city basis, optimize support policies and management procedures for facility construction, implement the responsibilities of grassroots management institutions such as street offices and residents' committees, and establish a "one-stop" coordination and complaint handling mechanism. Encourage charging operation enterprises to accept the entrustment of owners and carry out the "unified construction and service" of charging infrastructure in residential areas, providing unified construction, operation, maintenance and other services. Integrate and promote the construction of parking, charging and other facilities in conjunction with the pilot work of complete community construction. Encourage the construction of charging infrastructure to be included in the scope of infrastructure renovation in old residential areas, and simultaneously carry out the construction of supporting power supply and distribution facilities.
(2) Vigorously promote the construction of charging infrastructure in public areas. Focusing on the construction of parking lots in buildings such as the "Three Centers" and public parking lots such as transportation hubs and parking transfer (P+R), we will accelerate the construction of public charging infrastructure and promote charging operation enterprises to gradually increase the proportion of fast charging facilities. Accelerate the construction of charging infrastructure in internal parking lots of government agencies, enterprises, institutions, industrial parks, etc., and encourage their opening to the public. Under the premise of ensuring safety, public fast charging and swapping facilities should be built at qualified gas stations, and comprehensive energy supply service stations integrating gas, charging and swapping should be actively promoted. Accelerate the construction of dedicated charging stations at parking lots and stations, taking into account the charging needs of specialized vehicles such as urban buses, taxis, road passenger transport, and logistics. Accelerate the construction of public charging infrastructure in tourist attractions, with A-level and above scenic spots building charging infrastructure based on tourist reception and charging needs, and 4A level and above scenic spots setting up public charging areas for electric vehicles.
4、 Improve operational service level
(1) Promote socialized construction and operation. Promote diversified investment in charging infrastructure, guide various social capital to actively participate in construction and operation, and form a unified, open, competitive and orderly charging service market. Promote the sharing mode of charging parking spaces and improve the utilization efficiency of parking spaces and charging infrastructure. Encourage charging operation enterprises to actively explore business cooperation models with vehicle enterprises and Internet enterprises. Strengthen monitoring and analysis, moderately deploy mobile charging infrastructure in areas with high traffic volume and during major holidays, and enhance the resilience of the charging network.
(2) Develop and implement unified standards. Based on the trend of intelligent and networked development of electric vehicles and the demand for new energy system construction, we will continue to improve the standard system of charging infrastructure, strengthen the iterative updating of standards such as construction and operation, product performance, and interconnection, accelerate the revision of advanced charging and swapping technology standards, and enhance our ability to lead the internationalization of standards. Encourage the inclusion of intelligent and orderly charging into the functional scope of vehicle charging products. Promote the development of construction standards and management systems for comprehensive energy supply service stations. Encourage relevant units to take the lead in formulating and implementing relevant standards through policy tools such as relaxing market access special measures.
(3) Build an information network platform. Promote the construction of a national charging facility monitoring service platform. Adhere to government guidance and market operation, encourage the construction of charging infrastructure supervision and operation service platforms at the provincial (autonomous region, municipality directly under the central government) level, and focus on strengthening the interconnection of provincial-level platforms. Standardize the management of charging infrastructure information, unify information exchange protocols, clarify information collection boundaries and usage scope, promote comprehensive access to public charging infrastructure, guide orderly access to "unified construction and unified service" charging infrastructure in residential areas, and encourage voluntary access to private charging infrastructure. Strengthen the data interconnection with electric vehicles, urban and road travel service networks, and timely release the setting and real-time use of public charging infrastructure through various convenient channels such as the Internet map service platform.
(4) Strengthen industry standard management. Improve the admission conditions and management policies for enterprises engaged in the production, installation, construction, operation, and maintenance of charging infrastructure, with a focus on standardized management and service quality to establish an evaluation system, and promote the establishment of a charging equipment product quality certification operator acceptance system. Strengthen the product quality and safety responsibilities of electric vehicle, power battery, and charging infrastructure production enterprises, strictly manage the quality and safety of charging infrastructure construction and installation, and establish a system for investigating the responsibility of fire and explosion accidents. Improve the operation and maintenance system of charging infrastructure, implement the main responsibility of charging operation enterprises, and enhance facility availability and fault handling capabilities. Clarify the criteria and management methods for identifying long-term invalid charging stations, and establish a sound exit mechanism. Guide charging infrastructure investment and operation enterprises to purchase product liability insurance.
5、 Strengthen the guidance of technological innovation
(1) Enhance the bidirectional interaction capability between the vehicle and network. Vigorously promote the application of intelligent charging infrastructure, and in principle, new charging infrastructure should adopt intelligent facilities to promote the intelligent transformation of existing charging infrastructure. Actively promote the intelligent transformation of the distribution network and strengthen the ability to regulate the charging and discharging behavior of electric vehicles. Give full play to the important role of new energy vehicles in the electrochemical energy storage system, strengthen the interaction between electric vehicles and the power grid, improve the response capabilities of the power grid for peak shaving, frequency regulation, safety and emergency response, and promote the demonstration of vehicle networking, vehicle network interaction, source network load storage integration, and photovoltaic storage charging and swapping integrated stations.
(2) Encourage the innovative application of new technologies. Give full play to the role of enterprise innovation as the main body, and create a smart integrated innovation platform for vehicles, piles, and networks. Accelerate the research on technologies such as fast charging and swapping, high-power charging, intelligent and orderly charging, wireless charging, and coordinated control of light storage charging, and demonstrate the construction of wireless charging lines and parking spaces. Strengthen the research on technology such as information sharing and unified settlement system, power distribution system security monitoring and early warning. Continuously optimize the technical performance of electric vehicle batteries, strengthen research on new system power batteries, battery cascade utilization, and other technologies. Promote and popularize the integration of mechanical, three-dimensional, and mobile parking and charging facilities.
6、 Increase support and guarantee efforts
(1) Consolidate the main responsibility. Efforts should be made to strengthen organizational leadership, consolidate the main responsibility of local governments to coordinate and promote the development of charging infrastructure, and make the construction and management of charging infrastructure an important focus of improving infrastructure and public services. Give full play to the leading role of planning, provincial governments focus on building a high-quality charging infrastructure system, scientifically formulate layout plans, and do a good job in connecting and integrating with the transportation network system; City level governments focus on the "two zones" and "three centers", formulate layout plans based on districts and counties, optimize the structure of charging infrastructure in different scenarios, strengthen the layout of public and dedicated piles, and incorporate them into the "one map" implementation supervision information system for national spatial planning.
(2) Improve support policies. Implement the peak valley time of use electricity pricing policy, guide users to participate widely in intelligent and orderly charging and vehicle network interaction. By 2030, centralized charging and swapping facilities that implement a two-part electricity pricing system will be exempt from electricity demand (capacity) charges. Encourage local governments at all levels to implement phased reductions in rental fees for charging infrastructure sites. Encourage power grid enterprises to prioritize the construction of charging infrastructure in areas such as grid access and capacity expansion.
(3) Strengthen the guarantee of essential factors. Local governments at all levels should further strengthen the guarantee of development factors for charging infrastructure, meet the development needs of charging infrastructure and supporting power grid construction land, corridor space, etc., and provide financial support according to local conditions. Encourage local governments to establish operational subsidy standards linked to service quality, increase subsidies for demonstration projects such as high-power charging and vehicle network interaction, and support the construction of eligible charging infrastructure projects through local government special bonds and other means. Improve financial service capabilities, fully utilize existing financial support policies, promote pledge financing methods such as equity, project revenue rights, and franchise rights, and expand financing channels for charging infrastructure investment and operation enterprises and equipment manufacturers through green bonds. Encourage development oriented financial institutions to innovate financing support models and implement the "One Network" special project for urban parking and charging.
(4) Strengthen collaborative promotion. The National Development and Reform Commission and the National Energy Administration, together with relevant parties, will coordinate and promote the implementation of this guidance, strengthen departmental coordination and cooperation, enhance guidance and supervision in various regions, regularly conduct implementation evaluations, timely summarize and promote typical experience and practices, and report major situations to the Party Central Committee and the State Council in a timely manner. Local governments at all levels shall establish a collaborative mechanism for promoting the construction of charging infrastructure in close cooperation with relevant departments such as development and reform, energy, transportation, natural resources, industry and information technology, housing and urban-rural construction, commerce, fire rescue, urban management, etc., comprehensively investigate the basic situation, scientifically evaluate construction needs, simplify construction procedures, establish and improve standards and policy systems, continuously track and solve key and difficult problems, and achieve information sharing and policy linkage.
