Energy bureaus of various provinces (autonomous regions, municipalities directly under the central government), relevant provinces (autonomous regions, municipalities directly under the central government) and Xinjiang Production and Construction Corps Development and Reform Commission, Urban Management Commission, Industry and Information Technology Department, Transportation Department, dispatched agencies, State Grid Corporation of China, China Southern Power Grid Co., Ltd., China Electricity Council, relevant charging operation enterprises, and new energy vehicle enterprises:


 


In order to accelerate the construction of effective coverage of rural charging networks, support the deployment of new energy vehicles to rural areas and rural revitalization, and in accordance with the relevant requirements of the "Guiding Opinions of the General Office of the State Council on Further Building a High quality Charging Infrastructure System" (State Council Office [2023] No. 19), the National Energy Administration is now organizing the application work for demonstration counties and demonstration towns for the construction and application of charging infrastructure. The relevant matters are hereby notified as follows.


 


1、 Overall requirements


 


The construction of this demonstration county and demonstration township aims to expand the charging infrastructure network in rural areas, accelerate the construction of a service network that meets the charging needs of different regions, types, and scenarios, lead the operation and maintenance of charging facilities and innovate business models, and promote the deployment of new energy vehicles to rural areas. The scope of demonstration counties includes county-level cities, counties, autonomous counties and other county-level administrative regions (excluding city districts), while the scope of demonstration townships includes township (ethnic township), town and other township level administrative regions (excluding streets and county districts). By the end of 2025, we strive to build a charging network system in demonstration counties and townships that is well planned, fast and slow combined, and moderately advanced according to local conditions, and promote the basic requirements of "full coverage of counties and townships" for charging stations and "full coverage of townships and townships" for charging piles.


 


2、 Key tasks


 


(1) Promote the construction of centralized public charging stations. Demonstration areas should be combined with public charging network planning, prioritizing the installation of public charging facilities in enterprises and institutions, commercial buildings, transportation hubs (stations), highways, service areas (stations) along national and provincial highways, and near entrances and exits. They should also be relocated to centralized resettlement areas, rural logistics bases, and key villages for rural tourism. Develop mobile public charging devices that are more suitable for rural areas, to meet the rapid power replenishment needs of special scenarios such as rural tourism and returning home for family visits during holidays. Encourage the construction of charging infrastructure in power supply stations, postal and express delivery outlets, etc., to provide a backup charging guarantee.


 


(2) Promote the construction of centralized dedicated charging stations. Accelerate the promotion and application of new energy vehicles, and increase the proportion of new energy vehicles used in official vehicles according to local conditions. Encourage eligible county and township party and government agencies, schools, hospitals, and other units to accelerate the construction of internal parking lot charging facilities and open them to the public. Support the accelerated construction of internal dedicated charging facilities in industrial parks, mining areas, logistics parks, express delivery parks, bus stations, etc., to further enhance the charging supply capacity.


 


(3) Actively promote the sharing of community charging infrastructure. Encourage the development of management guidelines for charging infrastructure in residential areas. Newly built residential parking spaces should implement the requirement of 100% construction of charging facilities or reserved installation conditions. Existing residential areas that meet the conditions should be equipped with a certain proportion of public charging parking spaces. Charging operators are encouraged to carry out "unified construction and service" of charging facilities in residential areas. Demonstration areas should implement the responsibilities of grassroots management institutions such as street offices, increase guidance and supervision of residential area management units, and establish a "one-stop" coordination and complaint resolution mechanism.


 


(4) Increase support for the construction and operation of charging networks. Encourage regions with conditions to introduce special support policies for the construction and operation of public charging facilities in rural areas, increase land security, and intensify efforts to upgrade supporting power grids. Encourage regions with suitable conditions to combine charging facilities to build distributed photovoltaics, decentralized wind power, etc., forming a green charging integrated system. Encourage the application of new technologies such as car network interaction. Improve the operation and maintenance system of charging facilities in rural areas, taking into account factors such as the charging facility environment and operational requirements.


 


3、 Organize and implement


 


(1) Please take the lead in managing charging facilities in each province (region, city) and work with relevant departments to select counties and townships with high potential for new energy vehicle consumption and typical charging scenarios in the province (region, city) for demonstration application, and prepare application materials for demonstration counties and townships in the province based on the above goals and key tasks.


 


(2) Referring to the promotion and application of new energy vehicles in various regions, clarify the number of demonstration counties and townships in the first batch. Among them, provinces (regions, cities) with a sales penetration rate of new energy vehicles exceeding the national average of 28.3% in the first half of 2023 can apply for 2 or less demonstration counties and 5 or less demonstration towns; Provinces (regions, cities) with a penetration rate below 28.3% can apply for one or less demonstration counties and three or less demonstration townships.


 


(3) The deadline for this application is February 6, 2024. Please send the paper version of the application materials to the Power Department of the National Energy Administration and the electronic version to the contact person's email before this date. The National Energy Administration will coordinate and determine the first batch of demonstration counties and townships. Based on the construction of the first batch of demonstration counties and townships, timely research and launch subsequent demonstration work.


 


(4) The National Energy Administration provides overall guidance for the construction of demonstration counties and townships in various provinces (regions, cities). The departments responsible for charging facility management in each province (region, city) should strictly implement the main responsibility of promoting demonstration construction, strengthen organizational coordination and supervision management, and report the construction situation of demonstration counties and townships on an annual basis; Organize timely evaluation and acceptance after construction is completed, and submit a summary report. The National Energy Administration will combine the construction of demonstration counties and townships in various regions, and timely promote the promotion of typical experiences and mature models nationwide.
