Regarding the finance departments (bureaus), industry and information technology departments, and transportation departments (bureaus, commissions) of provinces, autonomous regions, and municipalities directly under the central government:
The relevant matters are hereby notified as follows:
1、 Overall requirements
From 2024 to 2026, following the principles of "planning first, scenario driven, scientific and orderly, and tailored to local conditions", we will carry out the pilot project of "100 counties, 1000 stations, and 10000 piles", and strengthen the planning and construction of new energy vehicle charging and swapping facilities in key villages and towns. The central government will arrange reward funds to support pilot counties in carrying out pilot work. At the provincial (autonomous region, municipality directly under the central government, hereinafter referred to as the province) level, we should fully play the role of overall planning and coordination, and implement specific work in detail. Local departments at all levels should actively introduce relevant policies on land, electricity prices, service fees, etc., form a policy synergy, effectively fill the gaps in public charging and swapping infrastructure in rural areas, and strive to achieve full coverage of charging and swapping infrastructure in every township.
2、 Pilot content and objectives
(1) Enhance the service guarantee capability of public charging and swapping infrastructure in rural areas. According to the needs of this region and transit new energy vehicles, we will increase the construction of public charging and swapping infrastructure in rural areas suitable for the use of new energy vehicles. The newly built charging and swapping infrastructure in pilot counties should be open to the whole society, with an availability rate of not less than 99% and a rated power of 120 kilowatts or more (including 120 kilowatts), and vigorously promote intelligent fast charging public charging and swapping infrastructure. Key villages, towns, and surrounding areas in pilot counties should create demonstration zones for the construction and operation of rural public charging and swapping infrastructure with "reasonable layout, rich scenes, advanced technology, and excellent experience". Encourage leading enterprises in the construction and operation of charging and swapping facilities in various regions to collaborate with large enterprise groups such as local power grids, postal services, and logistics to accelerate the construction of fast charging public charging and swapping infrastructure that is fully open to the public in rural areas where new energy vehicles are suitable but there is a lack of willingness to invest in public charging and swapping infrastructure. Strive to gradually establish a market-oriented operation model for public charging and swapping facilities in rural areas, and continuously improve the guarantee capacity of public charging and swapping services in "weak links" in rural areas.
(2) Stimulate the consumption potential of new energy vehicles in pilot counties and surrounding areas. We will focus on cultivating charging and swapping application scenarios that are in line with the development characteristics of new energy vehicles in local and surrounding areas. We will improve and enhance the service guarantee capabilities of county-level postal and express delivery outlets, rural logistics nodes, rural passenger and freight stations (including township transportation service stations, rural passenger and freight postal stations, etc.), 3A level and below tourist attractions, rural road routes, transportation comprehensive service stations, and other suitable charging scenarios for new energy vehicles. We will also ensure the smooth connection between holiday charging peak periods and highway service areas. Pilot counties should work together with local policies to promote consumption of new energy vehicles, forming a driving effect on the consumption of new energy vehicles and promoting the willingness of local and surrounding areas to use new energy vehicles. Pilot counties that meet the conditions should form a linkage with surrounding areas, plan and layout charging and swapping infrastructure around tourist roads, "four good rural roads", etc., promote the "full coverage of charging and swapping infrastructure across county scenes", and drive the consumption potential of new energy vehicles in pilot counties and surrounding areas to increase.
(3) Actively cultivate the promotion and application of new technologies and models in rural areas. Fully combining with the application conditions of local scenarios, actively exploring the application of new technologies and models such as vehicle to network interaction (V2G), fast charging and swapping, liquid cooled high-power charging, intelligent orderly charging, wireless charging, etc. In rural areas with good coverage of distributed photovoltaics, integrated charging infrastructure for photovoltaic power generation, energy storage, and charging and swapping can be constructed based on actual conditions.
(4) Optimize and improve the policy system for supporting and managing charging and swapping facilities. Encourage various regions to formulate support policies for the construction of public charging and swapping infrastructure based on their local conditions, ensure the demand for land for the construction of charging and swapping infrastructure and supporting power grids, accelerate the approval process for the construction of charging and swapping infrastructure and supporting power grids, and broaden the financing channels for investment and operation enterprises of charging and swapping infrastructure. Encourage the rental period of charging infrastructure stations to be 10 years or more, reduce the land risk of operating enterprises, and guide enterprises to continue long-term operation. Encourage local governments to introduce financial support policies such as construction and operation subsidies, land rent reductions, and electricity price discounts based on local conditions. Strengthen the construction and installation quality and safety management of charging and swapping infrastructure, establish a system for accident responsibility investigation, and form a sound policy system for supporting and managing charging and swapping infrastructure.
3、 Selection of pilot counties
(1) Declaration subject. The main body applying for pilot projects should be counties (excluding municipal districts) with rich promotion and application scenarios for new energy vehicles, relatively weak construction of public charging and swapping infrastructure, high enthusiasm for local promotion and application, and weak willingness for social capital investment. Focus on exploring application scenarios and develop a pilot application implementation plan (see Attachment 1 for the outline of the plan).
(2) Declaration requirements.
1. The level of market-oriented development of charging and swapping infrastructure is relatively low. The marketization level of the development of charging and swapping infrastructure in rural areas under the jurisdiction of pilot counties should be relatively low. The operating income of existing charging and swapping infrastructure is poor, and the enthusiasm for social capital investment is weak.
2. Have a relatively complete planning and layout scheme. The pilot counties have formulated and issued development plans for public charging and swapping infrastructure at both the provincial and municipal levels. Pilot counties should develop a complete and reasonable plan for charging and swapping infrastructure, clarify the layout of public charging and swapping facility areas, construction quantities, annual plans, work ideas, guarantee measures, and division of responsibilities, and ensure close integration with national spatial planning, power grid planning, rural construction revitalization planning, transportation planning, energy planning, etc.
3. Suitable scenarios for the consumption and use of new energy vehicles. Pilot counties should have a rich demand for new energy vehicle charging and swapping scenarios, covering county-level postal and express delivery outlets, rural logistics nodes, rural passenger and freight stations (including township transportation service stations, rural passenger and freight postal stations, etc.), 3A and below tourist attractions, along the "Four Good Rural Roads", transportation comprehensive service stations and other public charging and swapping usage scenarios according to local conditions. The number of automobiles in the prefecture level cities where pilot counties are located should not be less than 200000 by 2023, with good potential for the consumption of new energy vehicles.
4. Have sufficient power supply guarantee capability. Pilot counties should have good rural power grid infrastructure and sufficient power support and guarantee capabilities for the construction and operation of charging and swapping infrastructure.
(3) Quota allocation. From 2024 to 2026, the three departments will allocate provincial pilot county quotas based on factors such as the current development status and future potential of local new energy vehicles and public charging and swapping infrastructure, regional area, number of counties (county-level cities) within the province, and current financial situation (see Annex 2).
(4) Selection process. The pilot implementation plan is mainly formulated at the county level and submitted to the province level by level. Relevant provincial departments will select the list of pilot counties in the province through competitive evaluation based on factors such as the potential for promoting new energy vehicles and the demand for charging and swapping in each county. It is encouraged to give appropriate preference to counties in remote areas within the province that have the potential for promoting and applying new energy vehicles, as well as national demonstration counties for the "Four Good Rural Roads". The list of pilot counties and their implementation plans in each province shall be submitted to the three departments for filing according to the procedures. The electronic version of the relevant materials shall be uploaded to the third-party "New Energy Vehicle Public Charging and Swapping Infrastructure Reward Fund Clearing Platform" (hereinafter referred to as the Clearing Platform). The deadline for accepting pilot materials in 2024 is May 17, 2024.
The three departments will conduct necessary reviews of the technical indicators, policy objectives, safeguard measures, and application scenarios of the charging and swapping infrastructure in the submitted plans of each province. For those that do not meet the filing conditions, the plans will be returned to the relevant provinces. The relevant provinces should modify the pilot counties and application plans based on the review opinions of the three departments, and report them to the three departments according to the procedures within 5 working days. If they still do not meet the filing conditions, the pilot quota for this batch will be correspondingly reduced.
4、 Reward Standards
The central government will provide incentive funding support to pilot counties that have been approved by the three departments for filing and have completed their task objectives. The demonstration period for each pilot county is 3 years. The reward standards are set based on the annual compliance of the power utilization rate of charging and swapping facilities in pilot counties, and are divided into three levels. During the demonstration period, pilot counties that achieve the highest target each year can receive a maximum of 45 million yuan (see Annex 3 for specific annual assessment indicators and reward standards).
The reward funds are mainly used for the construction and operation of charging and swapping infrastructure in pilot counties, and shall not be used to balance local financial resources, or for subsidies for the purchase and operation of new energy vehicles. After the pilot program ends, the three departments will provide an excess reward of 10% of the reward standard to counties that exceed their targets and have a significant demonstration and driving effect on surrounding areas.
5、 Fund review and disbursement
According to the method of "pre allocation first, liquidation later", the three departments will publicly announce the pilot counties that have agreed to register. After the public notice period ends, the central government will allocate no less than 70% of the reward funds in advance to support pilot counties in launching county-level charging and swapping facilities to make up for shortcomings. Subsequently, the reward funds will be settled based on the annual target assessment results of the pilot counties.
Before the end of February each year, the provincial leading department should work together with relevant departments to organize and complete the review of the demonstration situation of each pilot county in the previous year, including the construction of charging and swapping infrastructure, power utilization rate, application of new technologies and models, as well as the accessibility of rural roads and charging and swapping places in the county, and upload the review results to the clearing platform.
The three departments entrust third-party organizations to organize experts to supervise and inspect the relevant provincial audit work and results through material review, on-site spot checks, and other methods according to a certain proportion. They also use the clearing platform to review the completion of targets in pilot counties in each province according to the guidance of goals and results, and issue supervision and inspection reports. The three departments determine the final audit result based on the supervision and inspection report and provincial audit results. The Ministry of Finance disburses funds according to procedures based on the final audit results.
6、 Organize and implement
Each province should clarify the leading department and actively play a coordinating and supervisory role. Relevant departments should increase policy support for pilot counties, encourage the introduction of support policies such as land, electricity prices, and service fees, and effectively ensure the construction and operation of public charging and swapping infrastructure in rural areas. Actively coordinate with local power grid enterprises to ensure the integration and capacity expansion of the power grid in pilot areas, and ensure the effectiveness of the pilot work. Establish a regular reporting system for pilot situations, and the operation data of charging and swapping infrastructure should be uploaded to the clearing platform in real time; Before the 15th day of the first month of each quarter, the provincial leading department should organize pilot counties to upload information on the penetration rate of new energy vehicles, the application of new technologies and models, etc. on the clearing platform on a quarterly basis.
Each pilot county is responsible for formulating pilot implementation plans, improving supporting policies, and organizing the implementation of pilot work. Pilot counties should strengthen organizational implementation and establish a working mechanism closely coordinated and coordinated by leading departments and other relevant departments. Actively cooperate with leading local enterprises with certain construction scale and mature construction experience to build and operate charging and swapping facilities. The leading department of the pilot county should work with relevant departments to refine task division, strengthen supervision and assessment, create a favorable policy environment, coordinate and solve specific problems and difficulties in implementation, and complete the pilot tasks on the basis of ensuring safety. The finance and other relevant departments of pilot counties should ensure the timely and effective use of the reward funds allocated by the central government.
7、 Supervision, assessment, and performance management
(1) Supervision and assessment. The three departments will strengthen support, guidance, and supervision for the pilot work of filling the gaps in charging and swapping facilities according to their functions, and organize third-party institutions and experts to track and guide the work throughout the process. At the provincial level, it is necessary to strengthen the supervision and assessment of pilot counties in the local area, and be responsible for the authenticity and accuracy of the materials submitted by the local area.
(2) Performance management. Regarding the provincial organization of pilot counties to carry out performance target management, performance monitoring, annual performance self-evaluation and other work in accordance with requirements, the Ministry of Industry and Information Technology, together with the Ministry of Transport, will carry out overall performance evaluation. The three departments will comprehensively determine the scope of pilot provinces in 2025 and the allocation of quotas for pilot counties in each province based on the overall performance evaluation results of the national pilot work in 2024 and the performance evaluation results of each province.
The three departments, together with third-party organizations, shall organize spot checks and evaluations in a timely manner. For those whose spot check results do not match the reported situation or other pilot work is ineffective, punishment measures such as deducting reward funds, suspending disbursement of funds, and canceling pilot qualifications shall be taken in accordance with procedures. No unit or individual shall intercept, misappropriate or divert reward funds. For units and individuals who violate national laws, administrative regulations and relevant provisions, relevant departments shall promptly stop and correct them, and strictly handle them in accordance with the Budget Law of the People's Republic of China and its implementation regulations, the Regulations on Punishing and Punishing Fiscal Illegal Acts, etc; Those who commit crimes shall be held criminally responsible in accordance with the law. If finance, industry and information technology, transportation departments and their staff at all levels violate this notice, as well as other illegal and disciplinary behaviors such as abuse of power, dereliction of duty, favoritism and fraud, they shall be held accountable in accordance with the relevant provisions of the Budget Law of the People's Republic of China and its implementing regulations, the Supervision Law of the People's Republic of China, the Regulations on Penalties and Punishments for Financial Illegal Acts, etc; Those who commit crimes shall be held criminally responsible in accordance with the law.
