2024 marks the 75th anniversary of the founding of the People's Republic of China, the 10th anniversary of the deep implementation of the new energy security strategy of "four revolutions and one cooperation", and a crucial year for achieving the goals and tasks of the 14th Five Year Plan. It is very important to do a good job in energy work throughout the year. In order to thoroughly implement the decisions and deployments of the Party Central Committee and the State Council, continuously promote the green and low-carbon transformation and high-quality development of energy, and ensure energy security, this opinion is formulated.
1、 Overall requirements
(1) Guiding ideology
Fully implement the spirit of the 20th CPC National Congress, thoroughly implement the deployment of the Central Economic Work Conference and the government work report, adhere to the general tone of seeking progress while maintaining stability, fully implement the new development concept, accelerate the construction of a new development pattern, deeply implement the new strategy of energy security, better coordinate development and security, handle the relationship between new energy and traditional energy, overall and local, energy development and conservation, etc., focus on improving energy security assurance capability, promote green and low-carbon transformation of energy, deepen energy reform and innovation, focus on improving the level of international energy cooperation, accelerate the planning and construction of a new energy system, and provide safe and reliable energy security for the construction of Chinese path to modernization.
(2) Basic principles
Persist in prioritizing the protection of national energy security. Continuously consolidating the good trend of "stable and reliable electricity, guaranteed oil and gas bottom line, coal ballast for safety, and high-quality leap of new energy". Maintain reasonable and flexible energy production capacity, strengthen reserve capacity construction, adhere to the bottom line of safety production, effectively respond to energy security risks and challenges, and ensure the energy needs of economic and social development and the people's beautiful life.
Persist in actively and effectively promoting the green and low-carbon transformation of energy. Deeply implement the concept of ecological priority and green development, firmly implement the dual carbon goals, grasp the pace and intensity, focus on strengthening supply and demand coordination, enhance system consumption, and maintain the momentum of high-quality and rapid development of clean energy.
Persist in relying on technological innovation to enhance new driving forces for development. We will deepen the implementation of energy technology equipment to make up for shortcomings, forge long plates, and explore new plates, strengthen joint research and development of key core technologies, and enhance the international competitiveness of advantageous energy industries. Strengthen the transformation and application of scientific research achievements, and promote the development of new quality productivity.
Persist in deepening reform and opening up to stimulate development vitality. Deepen the reform of key areas and key links' institutional mechanisms, continuously promote the construction of a unified national electricity market system, deepen the reform of the oil and gas market system, and continuously improve the efficiency of energy governance. We will pragmatically promote international cooperation in energy, expand high-level opening up to the outside world, and actively participate in global energy governance.
(3) Main objectives
The supply guarantee capability continues to strengthen. The total energy production in China has reached around 4.98 billion tons of standard coal. Coal production has remained stable and increased, crude oil production has remained stable at over 200 million tons, and natural gas production has maintained a rapid upward trend. The installed power generation capacity has reached about 3.17 billion kilowatts, and the power generation has reached about 9.96 trillion kilowatt hours. The transmission capacity of the "West East Power Transmission" continues to improve.
Continuous optimization of energy structure. The proportion of non fossil energy power generation installed capacity has increased to around 55%. The proportion of wind and solar power generation in the national electricity generation exceeds 17%. Natural gas consumption is steadily increasing, with non fossil energy accounting for around 18.9% of total energy consumption, and the proportion of terminal electricity consumption continues to rise.
The quality and efficiency are steadily improving. New achievements have been made in the clean and efficient development and utilization of energy. The "three reforms and linkage" of coal and electricity will continue to be promoted. The average utilization hours of cross provincial and cross regional transmission channels are within a reasonable range. Promote the sustained and positive development of clean heating in northern regions. New progress has been made in the application of technological innovation achievements.
2、 Continuously strengthen the foundation of energy security
Taking energy security as the cornerstone of high-quality development, continuously consolidating and increasing oil and gas production, maintaining a reasonable margin of coal production capacity, increasing strategic reserves and regulatory capabilities, strengthening regional coordination guarantee, and building a solid foundation for energy security guarantee.
Strengthen the security guarantee of fossil energy. Thoroughly study and implement the development strategy of increasing oil and gas reserves and production in the medium and long term. Intensify efforts in oil and gas exploration and development, promote stable production of old oil fields, accelerate the construction of new areas, and strengthen the construction of oil and gas production capacity in key areas such as "two deep, one non stable". Orderly promote the transformation and upgrading of oil refining projects. Accelerate the construction of gas storage facilities and promote underground gas storage tanks and coastal liquefied natural gas receiving station storage tank projects. Strengthen the protection of oil and gas pipelines. Orderly release advanced coal production capacity, promote the construction of approved projects as soon as possible, put under construction coal mine projects into operation and reach production capacity as soon as possible, approve a batch of safe, intelligent, and green large-scale modern coal mines, ensure the smooth continuation of coal production capacity, and promote the maintenance of a high level of output on the basis of safety production. Establish a coal production capacity reserve system, strengthen the construction of coal transportation channels and product reserve capacity, and enhance the flexibility of the coal supply system.
Enhance the stability and regulation capability of the power system. Issuing and implementing relevant policies to guide the transformation and development of thermal power. Promote the integration and joint operation of coal and coal-fired power, reasonably layout supporting and regulating coal-fired power, accelerate the construction of coal-fired power projects that have already been regulated in provinces with high power supply pressure, and strive to put them into operation as soon as possible. Promote the compliant conversion of retired units into emergency backup power sources as needed. Reasonably plan and construct peak shaving gas and electricity in areas with guaranteed gas sources, affordable gas prices, and high demand for peak shaving. Thoroughly implement the Guiding Opinions on High Quality Development of Distribution Networks under the New Situation, and enhance the support and comprehensive carrying capacity of distribution networks. Strengthen the early warning of power supply and demand balance during peak summer and winter seasons, implement a "one province, one policy" approach to ensure power supply, and increase supervision and guidance in areas with tight and relatively tight supply. Optimize the layout of the medium and long-term development plan for pumped storage. Promote the diversified development of new energy storage, strengthen policy measures to promote the grid connection and dispatch operation of new energy storage. Consolidate local and corporate responsibilities, promote the participation of electricity demand side resources in demand side response and system regulation.
Improve regional collaborative support capabilities. Promote the implementation of energy planning in key regions such as Beijing Tianjin Hebei, Yangtze River Delta, Guangdong Hong Kong Macao Greater Bay Area, and Yellow River Basin, and support the high-quality development of energy in Northeast China and other areas. Optimize and improve policy mechanisms to promote high-quality development of inter provincial and inter regional transmission channels. We will focus on promoting the approval and commencement of ultra-high voltage projects such as Shaanbei Anhui, Gansu Zhejiang, Mengxi Beijing Tianjin Hebei, and Datong Tianjin South, and accelerate the preliminary work of the transmission channels for clean energy bases in Southwest, Northwest, Northeast, and Inner Mongolia. Strengthen the interconnection of the main power grids in eastern and northeastern Mongolia, promote the extension and strengthening of the North China ultra-high voltage AC power grid to the western region of Mongolia, enhance the transmission capacity of inter provincial channels in northwest China, and build a backbone network of ultra-high voltage in central China. Accelerate the construction of trunk pipelines such as the West East Gas Pipeline 4, the Sichuan East Gas Pipeline 2, the southern section of the China Russia East Line, and the Hulin Changchun section. Continuously strengthen and improve the rural power grid.
3、 Vigorously promote the high-quality development of non fossil energy
Deeply implement the dual carbon target task, take multiple measures to increase the proportion of non fossil energy, optimize and improve industrial development policies, and support the construction of a beautiful China with green energy development.
Consolidate and expand the good development trend of wind, electricity, and solar power. Steadily promote the construction of large-scale wind and photovoltaic bases, and orderly promote the completion and operation of projects. Coordinate and optimize the layout of offshore wind power, promote the construction of offshore wind power bases, and steadily and orderly promote the development of offshore wind power towards deep-water and offshore areas. Make a good plan and layout for national solar thermal power generation, and continue to promote the large-scale development of solar thermal power generation. Accelerate the development of decentralized wind power and distributed photovoltaic power generation according to local conditions, and organize and implement the "Thousand Villages, Thousand Villages, Wind Control Action" and "Thousand Families, Thousand Households, Mu Guang Action" in areas where conditions permit. Carry out a pilot survey of wind and solar power generation resources nationwide.
Steadily promote the development and construction of hydropower and nuclear power. Develop plans for integrated water, wind, and solar bases in major river basins, and formulate plans for hydropower development and construction in the Yangtze River Basin. Orderly advance the preliminary work of major hydropower projects. Actively promote the approval of coastal nuclear power projects in a safe and orderly manner, and complete the construction and operation of Unit 1 of the "Guohe No.1" demonstration project in Rongcheng, Shandong, and Unit 4 of the "Hualong No.1" demonstration project in Fangchenggang, Guangxi.
Continuously improve the policy system for green and low-carbon transformation. Scientifically optimizing the utilization rate of new energy, issuing the responsibility weight for renewable energy power consumption in 2024 and implementing it in key industry enterprises, with the consumption responsibility weight as the bottom line and the reasonable utilization rate as the upper limit, to promote the high-quality development of wind, solar and photovoltaic power. Continuously promote the full coverage and application expansion of green certificates, strengthen the connection and international recognition between green certificates and the domestic carbon market, and further enhance the influence of green certificates. Revise and release the management measures for distributed photovoltaic power generation projects, and continue to carry out pilot work on improving the carrying capacity of distributed photovoltaic access to the power grid. Research policies related to the upgrading, renovation, and retirement of photovoltaic power plants. Formulate and implement the Interim Measures for the Development, Construction and Management of Pumped Storage Power Stations to promote the sustainable and healthy development of pumped storage.
4、 Deepen the transformation of energy utilization methods
Adapt to the trend of clean and low-carbon development in the economy and society, increase the substitution of clean and low-carbon energy consumption, coordinate the promotion of energy conservation, pollution reduction, and carbon reduction in the energy industry, and promote the formation of a green and low-carbon production and lifestyle.
Continuously promote the replacement of clean energy in key areas. Accelerate the construction of a charging infrastructure network system, deeply promote the electrification of transportation energy consumption, continuously optimize the charging network in cities, along highways, and residential communities, increase support for the construction of charging infrastructure in counties, promote the creation of a number of demonstration counties and towns for the construction and application of charging facilities, and explore the two-way interaction between vehicles and networks. To promote the sustained and positive development of clean heating in northern regions, we will promote ultra-low emission combined heat and power centralized heating and renewable energy heating such as geothermal, solar, and biomass energy according to local conditions, gradually develop various clean heating methods such as electricity, industrial waste heat, and nuclear energy heating, and promote the safe and orderly implementation of clean heating projects with conditions. Promote the construction of pilot counties for rural energy revolution, and accelerate the clean and low-carbon transformation of rural energy from point to area. Revise natural gas utilization policies to promote the greater role of natural gas in the construction of new energy systems. Publish the "Typical Case Collection of Energy Green and Low Carbon Transformation" to drive transformation and development through typical demonstrations.
Strengthen energy conservation, carbon reduction, and efficiency improvement in the energy industry. Continuously promote energy conservation and carbon reduction in coal development, accelerate the industrialization of coalbed methane, and vigorously build large-scale mining areas and demonstration projects for gas extraction and utilization. Continue to implement the "three reforms and linkage" of coal-fired power, and steadily and orderly eliminate outdated production capacity. Deeply explore the technology of co firing hydrogen and ammonia in thermal power plants, and strengthen pilot demonstrations. Strengthen energy management for refining enterprises with energy efficiency below the benchmark level, compile typical cases of energy conservation and carbon reduction in the refining industry, and guide enterprises to apply advanced technologies to improve energy efficiency. Promote the integrated development of coal, oil and gas industries and new energy, and reduce energy consumption and carbon dioxide emissions per unit of product production. Support the coupling development of coal to oil and gas projects with new energy and the large-scale demonstration application of carbon capture, utilization, and storage. Intensify research and development efforts in the coordinated development of energy resources and associated minerals.
Accelerate the cultivation of new forms and models of energy industry. Strengthen the tracking and evaluation of new energy storage pilot demonstrations, and promote the progress of the new energy storage technology industry. Formulate relevant policies to accelerate the high-quality development of the hydrogen energy industry, orderly promote hydrogen energy technology innovation and industrial development, steadily carry out hydrogen energy pilot demonstrations, focus on developing renewable energy hydrogen production, and expand hydrogen energy application scenarios. Steadily promote the development of green and clean liquid fuels, orderly promote the innovation and industrialization of non grain fuel ethanol technologies such as cellulose, and focus on pilot demonstrations for the promotion and application of biodiesel. Steadily promote the diversified development and utilization of biomass energy. Promote the implementation of low-carbon and zero carbon transformation in industrial parks with conditions, and promote green and efficient energy supply and consumption models such as comprehensive energy stations and integrated source grid load storage. Explore and implement demonstration projects such as new energy microgrids, microgrids, and high proportion of new energy applications for supply and demand according to local conditions.
5、 Promote energy technology innovation
We will deepen the implementation of the innovation driven development strategy, focus on high-end, digital, and intelligent development, strengthen independent innovation in energy technology, enhance the independent and controllable level of the energy industry chain and supply chain, and promote the development of new quality productivity.
Continuously improve the energy technology innovation system. Solidly promote the implementation of the "14th Five Year Plan" for scientific and technological innovation projects in the energy field, and do a good job in follow-up tracking and evaluation. Strengthen the management of energy research and development innovation platforms, implement research and development tasks, and enhance daily supervision and evaluation. Focusing on new energy technologies, new business models, emerging industries, green and low-carbon transformation, and safe development, we will comprehensively study and establish a number of energy industry standardization committees, accelerate the formulation and revision of relevant standards, and strengthen the implementation and application of standards. Improve the internationalization level of energy industry standards, support participation in international standardization work, and promote high-level internationalization of energy technology standards.
Accelerate energy technology research and achievement transformation. Relying on the strategic technological strength in the energy field, we will promote innovation in key technological equipment, organize the application and evaluation of the fourth batch of the first major technological equipment in the energy field, and accelerate demonstration applications. Conduct mid-term evaluation and task adjustment for the demonstration project of innovative development of gas turbines to ensure the effectiveness of the demonstration tasks. Continuously promote major nuclear power projects. Organize and implement major projects in the field of science and technology innovation 2030- "smart grid" and national key research and development plans in the energy sector such as "renewable energy technology", "clean and efficient utilization of coal", and "hydrogen energy technology". Thoroughly discuss major technological projects in the fields of coal, oil and gas.
Promote the demonstration of the application of new energy technologies. Organize the research and application demonstration of core technologies for energy digitization and intelligence. Promote the intelligent transformation of power grid infrastructure and the construction of smart microgrids, and enhance the grid's ability to accept, allocate, and regulate clean energy. Summarize the achievements of the first batch of intelligent demonstration coal mine construction nationwide, and promote the construction of intelligent coal mines on a larger scale and at a higher level. Implement the first batch of national energy and nuclear power digital transformation technology demonstration projects. Explore and promote new technologies such as virtual power plants, reliable alternatives to new energy, advanced coal-fired power, and diversified applications of new energy storage.
6、 Continuously promote the modernization of energy governance system and capacity
Establish and improve the energy legal system, continuously deepen the reform of the energy system and mechanism, increase energy supervision, strengthen energy and power security governance, and continuously improve the modernization level of the energy governance system.
Improve and perfect energy laws and regulations. We will promote the Standing Committee of the National People's Congress to review and pass the Energy Law, and accelerate the revision of the Renewable Energy Law, the Electricity Law, and the Coal Law. Promote the revision of regulations and systems such as the Electricity Grid Dispatch Management Regulations, the Construction and Operation Management Measures for Natural Gas Infrastructure, the Fair and Open Supervision Measures for Oil and Gas Pipeline Facilities, and the Safety Protection Regulations for Power Monitoring Systems.
Deepen the reform of key energy sectors. Deepen the reform of the power system and help build a new type of power system. Introduce opinions on deepening the reform of the electricity market and promoting the high-quality development of new energy. Strengthen the construction of a unified national electricity market system, promote the implementation of the basic rules of the electricity spot market, formulate the "Basic Rules for the Electricity Auxiliary Service Market", "Basic Rules for Information Disclosure in the Electricity Market", and "Basic Rules for Access and Registration in the Electricity Market", and implement the electricity pricing policy of the coal electricity two-part system. Guide and promote the continuous deepening of electricity marketization reform in pilot areas such as Shanxi, Guangdong, Gansu, Shandong, and western Inner Mongolia, and steadily promote the construction of electricity markets in the southern, Beijing Tianjin Hebei, and Yangtze River Delta regions. Deepen the reform of the oil and gas system, promote high-quality and fair opening of infrastructure, strengthen guidance and constraints on the work of pipeline loading and unloading, accelerate the interconnection of pipeline networks, and support and guide provincial pipeline networks to integrate into the national pipeline network in a market-oriented manner.
Strengthen the supervision of the energy market. Innovate energy regulatory methods, increase regulatory efforts, and maintain a fair and just market environment. We will carry out comprehensive supervision in the field of electricity in key provinces, and carry out special supervision to address issues such as inadequate rule enforcement, restrictions on market competition, and inadequate information disclosure in the operation of the electricity market. We will strengthen the normalization of electricity trading and market order supervision. Strengthen the fair and open supervision of power grid and oil and gas pipeline facilities, and improve the operational efficiency of power grid and oil and gas pipeline facilities. Give full play to the role of the 12398 Energy Regulatory Hotline as a channel for people's livelihoods, and promote the resolution of urgent and difficult issues for the masses.
Strengthen the governance of power safety. Introduce policy documents on the security governance of new power systems and key requirements for preventing grid connection safety accidents of new energy and other new grid connected entities, revise the "Grid Safety Risk Control Measures (Trial)", and study and formulate safety supervision measures for deep peak shaving of coal-fired power units. Strengthen the special supervision of safety in key areas, carry out the three-year action plan to tackle the root cause of safety production in the energy and power system, the second phase of the special action plan to improve the safety of hydropower dams, the special supervision of construction safety and quality control in power construction projects, and the special action plan for distribution network safety. Continuously promote the construction of national level power emergency bases and research centers, and accelerate the construction of a real-time data based power reliability management system. Organize a new round of identification of key information infrastructure for power, oil and gas, and steadily promote the large-scale application of Beidou in the energy industry.
7、 Pragmatically promoting international cooperation in energy
Closely monitor changes in the international energy situation, coordinate the use of both domestic and international markets and resources, expand high-level international energy cooperation, and enhance energy security under open conditions.
Enhance the ability to ensure energy security under open conditions. Consolidate and develop international trade cooperation in coal. Strengthen coordination with oil and gas resource countries, promote pragmatic cooperation, and continuously consolidate and improve a balanced and diversified oil and gas import system. Promote new progress in power interconnection with neighboring countries. Safely and orderly promote international cooperation in nuclear power projects.
Orderly promote cooperation in the clean energy industry chain. Build a new model of green and low-carbon transformation and win-win cooperation in energy, deepen international cooperation in new energy technology innovation, strengthen cooperation between China and Europe in key areas such as wind power, smart energy, and energy storage, and promote the implementation of a number of demonstration projects for energy technology innovation cooperation between China and Europe. Carry out project exchanges on the China ASEAN Clean Energy Capacity Building Program and promote the establishment of the China ASEAN Clean Energy Cooperation Center. Promote the joint establishment of the China Arab Clean Energy Cooperation Center with countries such as Saudi Arabia and the United Arab Emirates, and strengthen practical cooperation in the field of hydrogen energy.
Deeply participate in the reform of international energy governance. High quality construction of the "the Belt and Road" energy partnership and the global clean energy partnership. Continue to deeply participate in the United Nations framework and G20 APEC、IEA、IRENA、 Important multilateral mechanisms in the energy sector, such as the Shanghai Cooperation Organization, BRICS, and IFNEC. Continuously improve the construction of the China IRENA cooperation mechanism. Actively participate in important international conferences such as the G20 Energy Transition Ministers' Meeting and the 2024 IEA Energy Ministers' Meeting. Organize bilateral dialogue mechanism activities.
The energy regulatory departments of each province (region, city), the dispatched agencies of the National Energy Administration, and relevant energy enterprises should carry out innovative work based on this guidance, combined with the actual situation of the local area and enterprises, strengthen the construction of energy security guarantee capacity, promote high-quality energy development, and continuously achieve new results, providing strong energy security for the comprehensive construction of a socialist modernized country.
