China has built the world's largest number, largest radiation area, and most comprehensive charging infrastructure system for vehicles, providing strong support for the rapid development of new energy vehicles. However, there are still problems in rural areas such as insufficient construction of public charging infrastructure, difficulty in installing and sharing charging facilities in residential communities, and prominent supply-demand contradictions during certain periods, which restrict the release of the consumption potential of new energy vehicles in rural areas.

In order to accelerate the construction of effective coverage of rural charging networks, support the deployment of new energy vehicles to rural areas and rural revitalization, and in accordance with the relevant requirements of the "Guiding Opinions of the General Office of the State Council on Further Building a High quality Charging Infrastructure System" (State Council Office [2023] No. 19), the National Energy Administration is now organizing the application work for demonstration counties and demonstration towns for the construction and application of charging infrastructure. The relevant matters are hereby notified as follows.

Charging infrastructure provides charging and swapping services for electric vehicles, which is an important transportation energy integration infrastructure. In recent years, China's charging infrastructure has developed rapidly and has built the world's largest, most extensive, and most diverse charging infrastructure system. Focusing on the rapid growth trend of new energy vehicles, especially electric vehicles, in the future, there are still problems with insufficient layout, unreasonable structure, unbalanced services, and non-standard operation of charging infrastructure. In order to further build a high-quality charging infrastructure system, better support the development of the new energy vehicle industry, promote the consumption of automobiles and other commodities, and help achieve the goal of carbon peak and carbon neutrality, with the approval of the State Council, the following opinions are proposed.

In order to thoroughly implement the decisions and deployments of the Party Central Committee and the State Council, accelerate the improvement of charging infrastructure along highways, continuously meet the growing demand for electric vehicle charging, serve the public's convenient travel, and promote the development of the electric vehicle industry, the Ministry of Transport, the National Energy Administration, State Grid Corporation of China, and China Southern Power Grid Co., Ltd. have jointly studied and formulated the "Action Plan for Accelerating the Construction of Charging Infrastructure Along Highways", which is now issued to you. Please organize and implement it carefully based on the actual situation in your region.
